My go-to approach for grief & loss counseling is to apply person-centered therapy, as it provides the warm environment and support needed in such a difficult time. In addition, providing psychoeducation on the stages of grief is key so that the person can identify where they are and what they have felt or identify what is to come and how normal it is to feel all these things during this time.
There is no one method tool or approach to use with grief and loss counseling; however, if one is having issues with processing their emotions, some suggestions/techniques that can be taught are journaling or providing examples of closure/release activities to do on their own or with clinician. Practicing ways to ask for help or how to respond or talk to someone else that is struggling with grief can be taught as well, as sometimes people get stuck on what to say.
Progress in grief counseling can be determined by the improvement the client has made in functioning (if they were impacted in this way), if they feel more comfortable talking about the loss and aren't avoiding, or potentially if they are crying less. While crying less isn't a targeted goal for clinicians, for clients that may usually be the case, so they see this as progress most times.
Clients can implement (in addition to their therapy) any recommended activities provided by clinician, whether that is being around others, implementing self-care, taking a break, etc. If a processing activity was provided as a homework assignment, that can be completed or attempted as well.
